A special meeting of the Freeport City Council was convened at 6:00 P.M. on July 8, 2004 by Acting Mayor Matt Worms with members Dave Humbert and Joe Hennen also in attendance. Mayor John Thelen was absent at the beginning, but was present in Clearwater. Ken Goebel was absent.
