Worms introduced Scott Lange and Dave Blommel for the presentation.

Scott Lange reviewed the project purpose, funding options, and solicit public opinion. No action was taken at the meeting. Lange mentioned all phases of the USDA Rural Development projects.

Worms moved and Goebel seconded a motion to open the hearing at 7:44 P.M. Motion carried 5-0.

Rodney Atkinson asked water the interest rate for the USDA loan would be. Lange stated that it is 4.125%.

Rodney Atkinson asked if the contracts would be with one contractor or separated. Lange stated that it could be four separate contracts but would likely be three contracts due to timing and further cost savings.

Rodney Atkinson also asked about whether storm sewers for the project would be installed and covered by the grant. Lange responded that the USDA program will pay for what currently exists but not added features, yet storm water costs were relatively less expensive than the water and waste water lines.

Rodney Atkinson asked about the distribution of the grant money for the three major projects. Lange stated that about 1/3 of the grant is being suggested for each of the projects.

Mayor Worms thanked Lange for the presentation.

Lange mentioned and Worms confirmed that the public hearing will remain open until the February 23, 2010 regular monthly meeting.
