Goebel moved and Tim Hennen seconded a motion approving the meeting agenda with the addition under Old Business to review the bids for the City Maintenance Building and under New Business to add a report from the Fire Chief and to hear a meeting proposal from oak Township. Minutes

Joe Hennen moved and Tim Hennen seconded a motion to approve the December 28, 2005 meeting minutes. Discussion offered. Motion carried 4-0.

Old Business

City Maintenance Building

Worms brought forward the bids pertaining to the work on the city maintenance building to provide utilities, heat, a small office, and facilities for laboratory testing. The breakdown of the bids are as follows:

  • Electrical: Scherping Electric-$7,850
  • Lumber: Hennen Lumber-$20,400
  • Plumbing: Ellingson-$5,995
  • Heating: Ellingson-$1,695
  • Water and Sewer Services: Butch Thull-Approximately $10,000
  • Concrete Work-$5000
  • Labor: Maynard Kettler-$10,850

Total is approximately $61,790

Council stated that Scherping Electric, Ellingson Plumbing and Heating, and Hennen Lumber are encouraged to begin the renovation. Goebel moved and Joe Hennen seconded. Motion carried 3-0. Tim Hennen abstained from discussion and voting.

Open Public Forum

John Gilk, Fire Chief – Report and Request to approve officers and membership

John Gilk was present to present a report of the Officers of the 2006 Freeport Fire Department, which are as follows: Chief John Gilk, 1st Assistant Sam Kramer, 2nd Assistant John Beste, Secretary Steve Notch, and Treasurer Scott Hoeschen – and the 2006 Freeport Fire Relief Association Membership which are as follows: President Tim Hennen, Vice President Tom Hiltner, Secretary Gary Thelen, Treasurer Scott Hoeschen, Directors Steve Notch and John Harren, Mayor Matt Worms, and City Clerk Paul Hetland.

Gilk also noted that two fire fighters were honored at the recent Annual Freeport Fire Relief Association Meeting: Kevin Pruesser had retired with 21 years of service and Corey Sand had resigned with 12 years of service.

Tim Hennen moved and Goebel seconded a motion to accept the proposed fire department and fire relief association officers and membership. Discussion offered. Motion carried 4-0.

Gilk also proposed an alternative time and place for the Annual Freeport Area Fire Service Meeting. After recommendation, Joe Hennen moved and Ken Goebel seconded a motion to approve of Wednesday, February 22, 2006 at 7:30 P.M. at the Fire Hall. Discussion offered. Motion carried 4-0.

Request for a Temporary Liquor License – I-94 Rec Club, January 27 and 28, 2006

Rodney Atkinson approached Council regarding the Ice Daze I-94 Rec Club for a temporary 3.2 license. Hetland described the process to obtain a license. Atkinson discussed that insurance was researched and the proper documentation would be provided if the need arose. Hetland read the section of Freeport Code relating to the requirement of insurance coverage. Worms asked about the times when the event would take place. Atkinson responded that it would end at approximately 1:30 A.M. and the event would be noisy. Hetland noted that other city events are typically noisy and there are few to no complaints or enforcement of those activities. Atkinson stated that action would be requested, if necessary, at the next regularly scheduled City Council Meeting on January 25, 2006. No action was taken.

Oak Township Board Request an Discussion

Bob Roelike and Bob Timp approached Council in request to have the first of several meetings for 2006 regarding the drafting of an orderly annexation agreement and to draft a area land-use and comprehensive plan.

Goebel moved and Tim Hennen seconded a motion approving of a special meeting on Monday, March 20, 2006 at the Oak Township Hall at 8:00 P.M. Discussion offered. Motion carried 4-0.

Discussion followed regarding the jurisdiction of Rimcrest Road on the southwest portion of the City. Hetland responded that all of the Industrial Park plats did not include the road as part of the City and there have been no documents found that note this change in jurisdictions. Council and those from Oak Township noted that it may be discussed at the upcoming meeting.

Consent Agenda

Joe Hennen moved and Goebel seconded a motion to approve the consent agenda which included the following:

  • Claims in the amount of $6,171.25 and $84,688.95

Discussion included removing the claim to the Stearns County Sheriff for the amount of $1100 considering that the verbal contract with the Sheriff was for $1000, being $500 per month. Motion carried 4-0.

Report – Jim Schulz, SEH, City Engineer

Schulz reported that he provided Hetland with a quote in the amount of $1500 for the proposed releasing of the blanket and proposing the appropriate easements on the property formerly belonging to Ray Kerfeld. Hetland will continued to work with the League of Minnesota Cities land use attorneys to address the issue.

Report – Joel Dasher, Public Works Director

Dasher provided a verbal report and written report which is on file for review.

There were questions regarding the Manor's quality of water. The analysis of the facts, appeared to conclude that the City is not the cause of the concern. City staff will continue to monitor the situation and report to Council should the problem persist.

Hetland also noted that he is working on updated ordinances regarding a few areas of Freeport City Code.
