2003 audit report - Jennifer Thienes, KDV

Hennen moved and Goebel seconded a motion to create a capital account for the Main Street Public Improvement Project with a starting balance of $400,000. Discussion offered. Motion carried.

Hennen moved and Humbert seconded to move the City to a cash accounting system, unless a resolution is needed by state statute. Discussion offered. Motion carried.

Agenda

Goebel moved and Humbert seconded a motion approving the meeting agenda. Discussion offered. Motion carried.

Meeting Minutes

Goebel moved and Hennen seconded a motion to approve the October 13, 2004 meeting minutes with the minor corrections as noted. Discussion offered. Motion carried.

City Hall Construction

Tim Hennen was present regarding final payment. Goebel moved and Worms seconded final payment totaling of $43,991.19 to be paid out before the next meeting. Discussion offered. Motion carried.

Tim Hennen also brought forward his concern about fill on two lots purchased from the EDA. Goebel moved and Humbert seconded a motion to approve $4427.00 to Hennen Lumber for reimbursement for making the two purchased lots buildable lots to be paid out prior to the next meeting. Discussion. Motion carried.

Land Delineation Request - Al Beste

Humbert moved and Goebel seconded to call a hearing to delete and utility easement and road variances for November 10, 2004. Discussion included possible easements for the moving of new utility lines. Motion carried. Hennen wanted to note to discuss the relocation of the lines at the next meeting.

Lighting Presentation

Jim Pederson gave a presentation on the downtown lighting project. Information was presented in an overhead presentation. There was discussion on the mechanics and layout of the system. Recommendations were presented from Steve Husby regarding the types of conduits and wiring that should be installed during the Main Street project. Hetland and Hemker gave a presentation on the finances of the project. Husby gave further input regarding the relocation of utility lines. Husby is going to look into a western path design for the relocation design. Review of a proposed plan included the clean up of one block in each direction from the cross roads of Main Street and 1st Avenue. Pederson reported that it would be approximately eight weeks to get pole ordered and installed.

Consent Agenda

Hennen moved and Goebel seconded consent agenda to include the spelling correction for Tony Klasen's name and to allocated $11,500 for KDV and to request the fire chief to upgrade his cellphone by 100 minutes and the Area fire Service would reimburse the difference. Discussion offered. Motion carried.

Report - Jim Schulz, SEH, City Engineer

Lighting for the Industrial Park discussed and reviewed. The general agreement was that the lights should be paid for through the EDA fund.

Schulz reviewed the wetland banking program and further information on the possible banking in the City. Hetland presented information regarding the financing of the Industrial Park, a handout was provided.

Report - Joel Dasher, Maintenance Worker

Dasher provided a written report which is on file for review. Dasher also reported on the possibility of radio towers on the water tower. Council recommended to table the concept for a new water tower at a future point. Humbert suggested a budget recommendation for the public works area and Hetland concurred. Hetland and Dasher will work on moving leaf pick up date.

Report - Paul Hetland, City Clerk/Treasurer

Hetland provided a written report which is on file for review. No questions were asked. The Council requested that the clerk investigate publication coverage in the League of Minnesota Cities guides.
