Agenda

Meeting Minutes

Goebel moved and Humbert seconded a motion to approve the September 29, 2004 meeting minutes with the minor corrections as noted. Discussion offered. Motion carried.

Hearing JOBZ: Business Subsidy Agreement

Worms moved and Goebel seconded a motion to open the hearing at 7:38 P.M.

EDA recommends to City Council the passage of the JOBZ Business Subsidy Agreement with Mid Central Heating and Air Conditioning subject to attorney review and contingent upon the purchase/development agreement and contingent upon a relocation agreement with the State of Minnesota and submission of an application of financial condition.

Goebel moved and Humbert seconded close the hearing at 7:45 P.M.

Goebel moved and Worms seconded a motion to pass the JOBZ business subsidy agreement. Discussion offered. Motion carried.

Report - Jim Schulz, SEH, City Engineer

Schulz reviewed the letter from Stearns County Surveyor on Welle Estates Plat Two. Hennen moved and Goebel seconded to send the letter. Discussion offered. It was mentioned that the letter should also include a request to maintain the grass in the ditch. Motion carried.

7th Street SE and SW punchlist brought forward and discussed. Worms mentioned on 7th Street SW that the tack coat covered parts of the curb.

Main Street Public Improvement Project

Discussion on the project and the possible moving of other county road projects to cover the project. Schulz and Hetland will plan on meeting with the office of the county engineer in the near future.

Regarding the Middendorf property, a walk in the area is needed in the near future. Hetland and Schulz will follow through on the matter.

Report - Joel Dasher, Maintenance Worker

Dasher provided a written report which is on file for review. Dasher also reported that the creamery well house needs a new heater.

Discussion took place regarding proposing an updated animal ordinance which would include the licensing of pets. Goebel moved and Humbert seconded a motion to hold a hearing on the proposed pet ordinance on November 10, 2004. Discussion offered. Motion carried.

Hetland provided a written report which is on file for review.

Nuisance ordinance

Humbert moved and Goebel seconded a motion for hearing on November 10, 2004.

Hetland brought forward a request for payment from Ben Fleischhacker regarding the application of Class 5 on the roadway near his home site. Discussion followed. Hetland was requested to place the bill on the claims for the next meeting.

Regarding the Class 5 for 7th Street SW, approximately 2600 feet, Council decided to prolong the application until spring. Worms moved and Goebel seconded a motion to apply the gravel on 7th Street SW in the spring.

Hetland updated the Council regarding the City Hall's sump pump. Council recommended that line should be updated on the west side of the building as it was on the east side of the building. Hetland will inform Hennen Lumber, the contractor. .

Emergency Management

It was noted in the meeting that New Munich has a three-phase generator and Avon has offered theirs to the City in exchange for an agreement for emergency bed spaces. Humbert moved and Goebel seconded a motion to authorize the emergency management director to investigate and draft emergency mutual aid agreements with neighboring cities with final approval of the documents by City Council. Discussion offered. Motion carried.

Hetland brought to the Council's attention the need to place the newly made city seals in the hall. Hennen moved and Humbert seconded a motion to place the large seal behind the council table and to place the small seal in an appropriate location in the front lobby. Discussion offered. Motion carried.

Regarding the alley behind City Hall, Council advised Hetland to send a letter that the issue will be further examined in the spring.

Due to the requested absence of the city clerk near Thanksgiving, Hetland requested if the last November meeting could be moved to another date. Goebel moved and Worms seconded a motion to have the second November meeting on November 23, 2004. Discussion offered. Motion carried.

Main Street Project Update

Worms mentioned that the City needs to move forward on the project or the positive momentum thus far gained will be lost if the project is prolonged beyond next year. Council agreed with his sentiments. Council expressed its wishes to make final determinations and decisions before the end of the year.

Goebel moved and Hennen seconded motion to approve the claims as presented by the treasurer in the amount of $66,516.37. Discussion offered. Motion carried.

Industrial Park

Council reviewed the breakdown on the suggested price of $28,000 per acre. It is as follows: $16,000 for assessments, $6000 payable to the Middendorfs Brothers Partnership, and $6000 to the EDA and the City. Discussion followed regarding differentials in pricing lots determined by location and access to utilities. Hetland will work on a worksheet regarding the detailed breakdown of the prices in the Industrial Park.

Council was concerned about the condition of excessive and large weeds around the Stearns Auto Glass Building. Council requested Hetland to notify him to clean the property consistent to City ordinance. Concerns were brought forward that the area in which the building is located is zoned for industrial businesses and it was determined previously that the weed ordinance applies to commercial and residential property. Hetland stated that he would ask the owner to comply.
