Staff persons on hand were Rich Romness of Bolton & Menk, Pete Carlson of SEH, Joel Dasher, and Anton Massmann.

Mark Middendorf was present to receive an update on the plat of the Industrial Park. Massmann reported that after a conversation with Tim Mitchell from the Stearns County Assessors office the best two options were as follows: If the Stearns County Recorders office would authorize a new plat have all previous plats vacated or have the council agree to adjust the valuation to agricultural value at the local board of review. After a discussion the council and Middendorf agreed if possible, re-platting would be their first choice. Massmann will research both options and relay the results to the council and Mark Middendorf.

Staff Reports

Angelo Polsinelli and Kevin Huson presented US Filter and Quality Flow's well security and monitoring program. This system is comparable to the system presented by Harold Desautel. Following the presentation they informed the council that they would have a quote by the February 11th meeting.

Dasher presented cost estimates for purchasing uniforms, the weekly rental were not available for one employee. Motion by Worms to approve expensive up $250.00 for a one time purchase of uniforms, seconded by Goebel and carried unanimously.

Dasher also reported that the pond levels are within standards. The water tower is also set at winter levels.

The light on the skating rink needs to replaced.

Dasher also reported that for a $40 annual the fee Stearns County Humane Society will take the stray pets. This would give the animals a better chance for adoption, motion by Thelen to pay the $40 fee seconded by Humbert and carried unanimously.

Old Business

Romness presented the feasibility report for 7th Street SW. The report had estimates for both a rural and an urban reconstruct. These estimates are preliminary, due to the fact that there is no borings to show the condition of the road. In order to receive better information Romness requests that the city has borings done, motion by Worms to have the borings done seconded by Humbert and carried unanimously. The council also wishes to discuss the project with the property owners, motion by Worms to hold an informative hearing on February 18 seconded by Humbert and carried unanimously.

Massmann is currently working to regain the lots which were sold and no construction has taken place on in 12 months in Welle addition. The EDA is currently review prices.

The Business Subsidy and Development agreements are being reviewed for the Industrial Park.

The council reviewed the 2003 contract with the Stearns County Sheriffs department, and decided to wait until February 11th to receive more input.

New Business

After a review of the employee policy, Humbert motioned to extend the current policy until the end of 2003 seconded by Goebel and carried unanimously.

After review of bills payable, Thelen motioned to pay bills as presented seconded by Humbert and carried unanimously. Motion by Worms to pay payroll as presented seconded by Goebel and carried unanimously.

At 9:50 P.M. the council meeting was closed to discuss the position of city clerk. The results were as follows: Massmann is not seeking reinstatement, but will stay on as clerk until he ordered to return to Marine Corp or the city finds a new clerk.

The meeting was reopened at 10:23 P.M.

After review of the earlier report on well security Worms motioned to rescind the motion passed on January 16th, 2003 which was part of the follow:

"Harold Desautel was presented options for well security. The system would control both well houses and lift stations while being monitored by a central computer in the city hall. The total cost for the system is $15,443.27 not including the computer. The discussed adding a $0.75 fee to the water wastewater billing each month to fund the system. Motion by Humbert to obtain the system presented seconded by Goebel and carried unanimously."

Motion seconded by Goebel and carried unanimously.

Motion to Adjourn by Goebel at 10:40 seconded by Thelen and carried.
