Staff Reports
Carlson reported on 2003 improvement schedule. The council reviewed resolution 2002-34. The MPCA soils analysis agreed with the suggested levels for filling the dikes. SEH will calculate fill material costs and volume.
Public Hearing
The council reviewed unpaid utilities bills for 2002. After review motion by Humbert to assess 3 delinquent parties' bills to the tax roll, seconded by Boelter and carried.
Staff Reports
Dasher reports Christmas decorations have been put up. The power for on poll near Hiltner repair is out and will be fixed.
Waste water line cleaning flushing was updated with a cost of less than $1,200.
Street repairs for work completed by Thull Excavating were completed and $135 bill was forwarded.
The fluoride pump at well #1 needs to be updated. There also has been water meters installed. The hydrants have been flushed to prevent freezing in the winter.
Larry Hoeschen requested authorization to hire the applicant that received the highest points on the rating scale for the open seat. Motion by Humbert to approve the applicant, seconded by Heidgerken and carried.
Romness submitted a bill from Braun Intertec of $715.25 for borings. Stearns County mapping data is being reviewed with cost estimate to follow. Romness will also meet with county officials regarding possible wetland around the old ponds. He will have engineering fees broken down.
Old Business
Motion by Humbert to approve plat II revisions, seconded by Boelter and carried
There needs to hearing scheduled for rezoning and the sign ordinance changes.
New Business
Resolution 2002-35 for preparing report on 2003 improvements was discussed. Motion by Humbert to approve resolution, seconded by Thelen and carried with the following:
Atkinson yes; Heidgerken no; Humbert yes; Boelter no; Thelen yes.
The insurance plan for 2003 was reviewed, motion by Heidgerken to approve the plan, seconded by Humbert and carried.
During the first December meeting the council review the final 2003 budget and tax levy.
The council reviewed the winter parking rules approved the following grace periods to be forwarded to the County Sheriff.

Pending claims of $29,248.17 and $715.25 (Braun Intertec) were reviewed, motion by Heidgerken to approve the claims, seconded by Thelen and carried. A claim from H&H Contracting for $1,000 was reviewed, motion by Thelen to pay, seconded by Boelter and carried with 1 no vote from Heidgerken.
