Also in attendance were the following: Rodney Atkinson, Jim Schulz, Jim Hemker, Jackie Atkinson, and Dave and Kathy Welle.

Staff persons on hand were Paul Hetland and Joel Dasher.

The special meeting's purpose was to investigate the residential development completed by Pilot Land Company (Kent Roessler and Don Anderson) in Clearwater, Minnesota.

On site, Hetland distributed worksheets and the group investigated various sites. Jim Schulz stated that the lots were primarily comprised of 60' and 80' frontages. The entire development had surmountable (drive-over) curb.

As a group, six lots were reviewed. They are as follows:

Lot 1

  • 85' frontage, 145' deep
  • REALTOR stated that all larger lots were sold, only 60-65' frontage lots remained
  • House and lot listed for $183,580
  • Roadway back of curb to back of curb measured 36'
  • Split level

Lot 2

  • 85' frontage, 145' West side, 163' East side
  • Split level
  • Centerline of road to garage, 30' right-of-way
  • 18' driveway

Lot 3

  • 53' frontage
  • House and lot listed for $148,000
  • Tri-CAP development project

Lot 4

  • Home of Heidi Peper, SEH Community Development Manager
  • 103' frontage, 196' deep
  • 60' right-of-way
  • Owner's builder stated that the development had to have a diversity of homes
  • Sidewalks noticed, but the majority of those present felt that sidewalks were not necessary

Lot 5

  • 60' frontage, 125' deep
  • Most thought that the house seemed big even though it was located on a smaller lot.

Lot 6

  • Twin home
  • 20' setback from the property line to the garage door

Group departed Clearwater at 7:50 P.M.

Hetland asked many of those present if they felt the development looked "cookie cutter" and they all responded "No." Although, many on the bus and along the trip felt larger frontages were needed in a possible development in Freeport.

The bus toured the new residential development in Avon. The group felt the homes were too close to each other and did not like the apparent 5' set back in some locations.

The bus also toured the two new developments in Albany. The group felt that neither development appeared to be the right fit for Freeport.
