Staff persons on hand were Rich Romness of Bolton & Menk, Pete Carlson of SEH, Joel Dasher, John Gilk and Anton Massmann.

Staff Reports

Massmann attended a civil defense meeting last week, because nobody has come forward to replace Greg Boelter. John Gilk reported that nobody on Fire Department was will to volunteer for the position. The council requested that Massmann prepare copies of the civil defense plan for the councils review prior to selecting a new director.

Larry Johanns was present from Water Tower Paint and Repair Company. He present a quote to clean, inspect and input a new overflow spout at a total cost of $7,216.00. The council asked for a cost of cleaning and inspecting only, this was about $1,200.00 and decided to take the information under advisement.

Dasher and Humbert viewed the city streets last week for crack filling and patch work. There were a few areas on 2nd Street SE and 7th Street SE that were in the need of patch. The crack filling would mainly be contained to 9th Street SE and 2nd Ave NE & SE.

Dasher also noted that most of the storm sewer lines are open; although the line that flows next Dairland Graphics may need to be televised once open due to inability to steam the line open. Humbert also made mention to the street sweeping that Dasher has ready completed.

Scott Dymoke reported on the letter received regarding the assessments for 7th Street SW. The parcel in question would have no claim against the city in regards to the assessment which was certified in 2000. According to State Statute the property owner has 30 days from the council's approval of the assessment to appeal.

Phil Osendorf was present to discuss the project time frame in which construction would begin on the Industrial Park Road. Romness stated that with weather permitting construction would start again mid to late April, with pavement being laid mid to late May.

Romness also presented the plans and specifications for 7th Street SW, motion by Goebel to approve resolution 2003-07 for 7th Street SW, seconded by Humbert and carried unanimously.

Carlson presented the feasibility study for 2nd Avenue NE. After further review there are no property owners north of 3rd Street NE that need service connections. Due to no apparent need to services in the near future, motion by Worms to discontinue action on 2nd Avenue NE, seconded by Goebel and carried unanimously.

Dasher presented quotes for a new lawn mower. The low bid came in at $4,718.20 from Paul's Small Engine Repair in Alexandria; however Freeport Farm Center priced their model at $5,800.00. Freeport Farm Center's machine comes with an additional year of warranty and there would not be any cost incurred for hauling the machine to and from their shop for repairs. Motion by Goebel to purchase the machine from Freeport Farm Center, seconded by Hennen and carried unanimously.

Massmann reported that interviews were conducted for a new city clerk and there five candidates picked for the councils review. The council has called for special meeting on April 1st at 5:30 to interview the top five.

New Business

Claims were presented for review, motion by Thelen to pay bills as presented, seconded by Humbert and carried unanimously.

The EDA requested that the mayor and clerk send letters notifying all property owners that the city is currently reviewing plans for a new city hall and is accepting donations.

Phil Osendorf notified the council that the Freeport Hardware will be open for rental once they move to the Industrial Park. The council will review the proposal Osendorf has mentioned for a city hall.
